HUD Staff Announce Delay to Multifamily HOTMA Compliance Date to January 1, 2028

At PHADA’s 2026 Legislative Forum, staff from HUD’s Office of Housing announced that the Department will be delaying the HOTMA compliance date for Multifamily Housing programs—including Project-Based Rental Assistance (PBRA)—to January 1, 2028. Previously, the compliance date for those programs was slated to be January 1, 2027.

Staff noted that a formal announcement of this delay was currently working its way through approval channels and would be published in the coming weeks.

PHADA reminds members that the compliance date for Public and Indian Housing (PIH) programs, such as public housing and Housing Choice Vouchers (including project-based vouchers), remains January 1, 2027. PHADA continues to press HUD to provide additional details required for smooth implementation of that compliance date.

PHADA will provide additional analysis of this announcement, as well as other updates from the Legislative Forum, in the forthcoming edition of the Advocate.
