PHADA's 2014 Annual Convention & Exhibition is scheduled for June 1-4 at the New Orleans Marriott Hotel in New Orleans, Louisiana. As always, the Annual Convention & Exhibition will provide the latest information and tools housing authorities need to run their agencies in busy and challenging times.

PHADA is planning several timely sessions on the latest legislative, budgetary and regulatory matters affecting housing authorities. There will be several sessions to provide attendees with important information coming out of Congress and the Department of Housing and Urban Development. Topics include the latest on FY 2014 HUD appropriations including some new policy provisions that were enacted (including new inspections and flat-rent setting criteria) in addition to the the Obama Administration's proposed FY '15 HUD budget. PHADA also plans to cover the latest information on authorization legislation that would expand the Moving to Work (MTW) program and implement the PHADA-NAHRO Small Housing Authority Reform Proposal (SHARP).

The Department of Housing and Urban Development is well along in the selection of Rental Assistance Demonstration (RAD) applicants. Attendees will hear how RAD will change the public housing regulatory environment, HA operations and improve the physical stock. Another session will focus on the Public Housing Assessment System (PHAS) including potential changes that the Real Estate Assessment Center (REAC) may propose later this year, including possible new requirements on governance and commissioner training.

HUD and its contractor, Abt Associates, are conducting a cost study to determine future Housing Choice Voucher (HCV) administrative fees. This important study will be the subject of another session. Other topics that will be covered include employment diversity/sensitivity training, a pilot accreditation program for HAs, effective public relations, personnel management, innovative crime prevention methods, and an update on the Department's proposed Fair Housing rule.

In addition to these sessions for executive directors and their staffs, PHADA will provide training for commissioners. Expected sessions will cover effective strategic planning, dealing with the continuing budget chaos emanating from Washington, revised salary reporting and comparability review requirements, ethics, and current events in housing, among other topics.

These are just some of the planned sessions for the 2014 Annual Convention & Exhibition. Other sessions are now in the works and will be announced shortly. Look for more specific details on workshops, sessions and other convention highlights in the Advocate and on the PHADA website.

Reserving rooms that you do not ultimately use is detrimental to PHADA's room block. Reserving rooms only as you need them will make it possible for all attendees to stay at the conference hotel and will help PHADA fulfill its contractual requirements. el and will help PHADA fulfill its contractual requirements. Room Rate: $174.00 single/double per night, plus applicable taxes.

Room rates are per night plus applicable tax. A portion of the room rate is being used to offset conference costs.

All reservations must be accompanied by a first night room deposit or guaranteed with a major credit card. Deposits will confirm the reservation for the dates indicated, and upon check-in shall be applied to the PHADA member's account. Hotel will not hold any reservations unless secured by one of the above methods. Deposits paid by members are completely refundable if canceled by May 5, 2014. Reservations canceled afterMay 5, 2014 will be charged a non-refundable one room night fee of $174.00.

PHADA/Rutgers University Executive Director Education Program (EDEP)

The Executive Director Education Program (EDEP) will continue May 30-31, 2014 in conjunction with the 2014 Annual Convention & Exhibition. Two courses will be offered:

Maintenance Management
Instructor: Jay Ortenzo

Maintenance Management includes such diverse topics as budget preparation, staffing, quality control, work order systems, resident involvement, and insurance and liability. This one-day program addresses each of these issues and uses examples of well-maintained public housing authorities to illustrate the concepts learned.

Personnel Management
Instructor: Jeffrey Driscoll, Esq.
Date: Saturday, May 31, 2014
This one-day course familiarizes executive directors with the principles of managing people to achieve established goals. Specific management tools, such as performance appraisal systems, are explained, and the components of a good personnel policy are discussed. Emphasis is placed on the role of the executive director in the leading and motivating housing authority staff.

EDEP is modeled after the state of New Jersey's successful executive director certification program, administered by Rutgers University. Participants completing all ten courses offered in the program will receive a certificate from Rutgers and PHADA. For more information, visit or call the PHADA office at (202) 546-5445.

Refunds will only be issued to registrants who withdraw on or before Monday, April 28, 2014.
