General Description of Position

Coordinate activities, manage, counsel, and evaluate a caseload of participants in the HACS Resident Services Program. Provide and arrange training program, conduct orientations, evaluations and appraisals of clients, collect data, file reports and provide technical assistance to  HACS staff with related work as required. 

Essential Functions

  • Coordinate the HACS effort to make families self-sufficient with social, community and other public agencies that provide assistance to the Resident Services program.
  • Organize agenda and participates in meetings that provide residents information on the Resident Services and Homeownership program.
  • Conduct one-on-one interviews with Resident Services and Homeownership participants, prepare contracts, prepare needs assessment, and make referrals.
  • Act as liaison between  program participants and various community resources.
  • Create and maintain case files on all Resident Services and Homeownership program participants.
  • Plan and coordinate special events and programs as assigned.
  • Prepare a variety of written materials to address participant needs including brochures, handouts, and newsletters.
  • Prepare a homeownership action plan for each potential home owner.
  • Prepare annual report for the  program by individual participants and submit to HUD.
  • Assist participants to increase knowledge of issues related to credit, budgeting, and finances through one on one work and/or referrals.
  • Prepare proposals for services as needed.
  • Assist the CEO with identifying and preparing grants, funding applications, progress reports, and  program grants.

Education and Experience

  • Minimum education requirement: Bachelor’s degree in Social Sciences or related field from an accredited college or university.
  • Five (5) years of responsible community or social service experience that includes case management.
  • Possession or the ability to obtain a Family Self-Sufficiency Certification.

Knowledge and Skills

  • Ability to establish and promote effective working relationships with other HACS employees, residents and representatives from social agencies, community groups and the general public.
  • Knowledge of the general operations and procedures of the Section 8 Housing Choice Voucher (HCV) program and FSS/Resident Services program.
  • Skilled in working independently under considerable pressure without close supervision while maintaining effective and accurate performance.
  • Ability to organize, monitor and prioritize the schedule of events to ensure participants of the FSS and/or Homeownership program goals are met.
  • Ability to deal effectively with situations that require tact and diplomacy, yet firmness.
  • Good interpersonal, written and oral communication skills.
  • Basic record keeping principles and practices including file management related to Social Services.
