SUMMARY
The purpose of the Family Self-Sufficiency (“FSS”) Caseworker position is to assist residents of the HPHA in becoming self-sufficient. This role performs service coordination and administrative work. The FSS Caseworker is responsible for counseling residents and assisting residents in employment issues, summarizing and preparing reports, and entering various data into computer system.

ESSENTIAL DUTIES AND RESPONSIBILITIES
The statements below are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.

• Assesses needs of FSS participants; assists participants in developing goals and determining obstacles to these goals; assists participants in developing an action plan to track progress toward goals.
• Conducts FSS orientations.
• Creates and maintains FSS case files, including managing case notes.
• Arranges training for FSS participants; coordinates workshops.
• Reviews resident accounts; updates residents’ records; answers questions.
• Networks with managers of employment agencies in pursuit of jobs for residents; attends meetings and reports progress with Department of Social Services (“DSS”), JobLink, ESC, etc. and arranges HPHA job fairs.
• Assists in coordinating holiday assistance activities for FSS participants.
• Receives program referrals from Senior Property Managers.
• Works with the Program Coordinating Committee (“PCC”) and local service providers to ensure that FSS program participants are linked to supportive services they need to achieve self-sufficiency.
• Ensures that services included in participants’ contracts of participation are provided on a regular, ongoing, and satisfactory basis.
• Ensures participants are fulfilling their responsibilities under the contracts of participation.
• Assists participants with job search efforts.
• Monitors participants’ progress.
• Provides participants with an accounting of their escrow balance at least annually.
• Prepares department and Department of Housing and Urban Development (“HUD”) required reports.
• Assists with marketing the FSS program to residents of HPHA.
• Provides individual and group FSS orientations.
• Represents the HPHA at meetings with outside agencies as needed.
• Assists with the coordination and execution of department fundraisers.
• Assists with annual Back to School Collaboration for Education event and/or other events as planned and implemented by the Vice President of Resident Services.
• Performs other duties as assigned.

QUALIFICATIONS
Education and/or Experience
Bachelor’s degree in social work, human services, counseling, or closely related field. Two (2) to four (4) years’ experience in social work. An equivalent combination of education and experience may be considered.

Certificates, Licenses, Registrations
FSS Specialist and/or FSS Coordinator professional certifications (if not earned at time of hire, must obtain within first year of employment). Possession of a valid North Carolina driver’s license and the ability to be insurable under the Agency’s automobile insurance plan at the standard rate.
