: Euclid Technology Director of Development

Supervises a staff of professional and trades personnel in the administration and direction of housing modernization and development programs.  Coordinates planning activities to determine priorities under modernization and new construction.  Carries out formal bidding and enforces HUD procurement policies for grants.  Develops, prepares, and submits fiscal budgets and federal funding requests for property purchases, development and modernization activities, and all new construction.  Coordinates activities of fee appraisers, consultants, and legal counsel in the acquisition of property for all new construction.  Develops recommendations for improving the appearance, useful life span, and functionality of our developments and the quality of life for our residents.  Analyzes long term maintenance needs to determine cost effective alternatives.  Implements environmental assessment.  Negotiates and administers contracts with architectural and related consultant firms; reviews bids and specifications for conformance to Federal, State and Housing Authority guidelines; works with architects and engineers to value engineer projects.  Plans and implements lead-based paint programs.  Coordinates programs with local environmental service departments and trains maintenance staff and HQS inspectors in lead-based paint procedures.  Supervises and acts as builder for our non-profit construction company.  Works within guidelines of budgets and deadlines to meet agency goals.

Licensed N.C. Real Estate broker-in-charge is desirable.  Licensed General Contractor (Building Classification).  Certified in lead-based paint supervision of contractors (must obtain within 6 months of hire).  Must possess and maintain a valid NC driver’s license.  Drug testing, criminal background check and DMV check required.   

Three years of experience in management, contract administration, architectural cost estimating and program budget preparation.  Graduation from a four-year college or university with major in business administration, engineering, or architecture; or an equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
