Performs supervisory and administrative work in relation to grants awarded by the Department of Housing and Urban Development (HUD) and for construction and modernization projects performed by Capitol Area Developments, Inc.  Duties include administrative functions and implementation regarding the Capital Fund Program’s (CFP) components including the five-year plan, mandated reporting, scheduling of work items, budget revisions, and grant close outs.  Prepares and oversees preparation of contract documentation in connection with the CFP and departmental work activities.  Prepares bid package documentation and oversees the formal bidding process.  Prepares schedule of implementation for work items of the CFP and ensures that items are completed in a timely fashion.  Performs quality assurance of department’s work by periodically inspecting contracts monitored by the department’s Contract Monitor(s) and takes the necessary actions to resolve discrepancies. Assists in resolving issues related to lead based paint and asbestos remediation in public housing and CAD Inc. inventories.  Assists with elements related to land acquisition and disposition.  Plans, directs, and supervises the activities of the department’s Contract Monitor(s) and other support staff as needed.  Employee must use tact and courtesy in contact with Housing Authority personnel, suppliers, contractors, residents, and professional disciplines.  Reviews budget line items in CFP and resolves discrepancies in conjunction with the agency’s Finance Department.  Assists in the preparation of departmental resolutions for Housing Authority Board meetings and its department’s representative board meetings when the Director is absent.  Effectively keeps abreast of and communicates the Dept. of HUD field office officials regarding updated regulatory issues that affect CFP compliance.

Must possess and maintain a valid NC driver’s license.  Drug testing, criminal background check and DMV check required.   

Graduation from a four-year college with a degree in business supplemented by considerable experience in the construction field; or an equivalent combination of training and experience which provides the required knowledge, skills, and abilities.  NC General Contractor’s license, Asbestos Abatement Supervisor, and Lead Based Paint Supervisor certifications are preferred.
