POSITION:  Deputy Director                                

SUMMARY:

 In partnership with the Executive Director, the Deputy Director will provide the leadership, management and vision necessary to ensure that the Agency has the proper operational controls, administrative, reporting procedures, and people systems in place to effectively grow the Agency. Working with each member of the team, the Deputy Director is charged with ensuring financial strength in all programs and operations by implementing the Authority’s strategic initiatives and overseeing the day-to-day operations. The Deputy Director will serve as the second in command using his/her working knowledge of managing and maintaining housing units, rent subsidy programs, safety procedures and Fair Housing laws to ensure that programs run effectively and in accordance with all applicable federal, state, local, HUD and MHA regulations.  The Deputy Director supports, and in the absence of the Executive Director, is responsible for planning, development, implementation and monitoring of the agency’s programs. Additionally, through outstanding leadership, the incumbent will work toward meeting department and company performance standards and goals.

All activities performed must support MHA’s mission, strategic goals and objectives.

SUPERVISION RECEIVED AND EXERCISED:

Operates under the direct general supervision of the Executive Director; the Deputy Director exercises direct supervision over 8-12 employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

•Monitor production, quality control, and data integrity of transactions completed by teams.
•Ensure teams meet and/or exceed performance standards
•Ensure each team’s compliance with the PHA’s Admissions and Continued Occupancy Plan,    Administrative Plan, Standard Operating Procedures and HUD regulations
•Determine team staffing and training needs; Coordinate and provide appropriate recruiting, training, coaching and leadership
•Ensure timely completion of performance plans, evaluations and disciplinary actions by Supervisors
•Monitor and approve direct staff time sheets
•Ensure teams provide professional and comprehensive customer service to internal and external customers
•Evaluate procedures and processes and provide recommendations for program excellence and performance improvements
•Foster a culture of customer service excellence
•Promote open communication among teams, departments and divisions
•Provide excellent customer service to participants, owners, co-workers, clients, stakeholders, general public and vendors when required with escalated cases
•Departmental Strategic Planning
•Budget development, implementation monitoring
•Must have or obtain housing industry certification in Public Housing, HCV and/or Executive Management within one year of employment.
•Performs other duties as assigned

DESIRED QUALIFICATIONS:

Bachelors’ degree from an accredited institution in Public Administration, Business Administration, Social Science or a closely related field and a minimum of 7 years’ experience in public and/or assisted housing, with a minimum of 3 years leading a major program in a supervisory capacity.  Must possess a valid North Carolina driver’s license and be insurable under the Authority’s plan.

Ability to interpret and implement regulations pertaining to the program. Must be able to communicate effectively both orally and in writing; must possess strong computer and organizational skills required to prioritize multiple tasks, projects and demands.
