The Franklin County Regional Housing & Redevelopment Authority (FCRHRA) is seeking experienced and qualified applicants for the position of Executive Director. Applicants for this full time position will work to advance the agency’s mission to enhance the quality of life for the residents and communities of rural Franklin County and the North Quabbin region by accessing and delivering resources to address their housing, community development, municipal infrastructure, public facilities, economic and social needs.
Franklin County is the most rural county in Massachusetts, with a total population of 71,000 in its twenty-six municipalities. This agency is unique in the Commonwealth, as it serves as a regional public housing authority and a regional redevelopment authority, with programs that support community development and the creation of new affordable housing.
The ideal candidate will have knowledge of the principles and practices of housing management, finances and maintenance systems in public or private housing, applicable public laws and regulations, contract procedures, and policies relevant to housing, community development, and redevelopment organizations. The ideal candidate must have experience working with people of various socio-economic backgrounds, and have the ability to maintain excellent working relationships with DHCD, HUD, staff, residents, landlords and board members. In addition, the ideal candidate will be innovative and collaborative, and able to adapt to changing conditions.
The agency has 32 employees, an 11 member board of commissioners and an annual budget of $3.4 million. The agency has approximately 250 units of state-assisted public housing and private affordable housing in 10 communities funded through a variety of sources and administers approximately 600 federal and state vouchers. The organization also manages a state-funded Housing Consumer Education Center, and applies for and manages Community Development Block Grants on behalf of non-entitlement Franklin County communities. The Executive Director also oversees an affiliated housing development non-profit organization, and a small municipal public housing authority.
Ideal candidates will possess a minimum of five years of management experience in public housing, community development, public administration, or a closely related field. A Bachelor degree is required; a Master level degree in a relevant field (e.g. public administration, public policy, planning) is preferred. Certification as a Public Housing Manager as recognized by HUD or DHCD is required within one year of hire. The FCRHRA is an Equal Opportunity Employer/Affirmative Action Employer.
