The Planning and Implementation Specialist supports staff and the Director in the Department’s Bureau of Rental Assistance (BRA) in planning for, implementing and reporting on new initiatives, programs and policy changes within its rental assistance programs, particularly including the Moving To Work (MTW) program, economic mobility initiatives, the Family Self Sufficiency (FSS) program and the administration of the Housing Choice Voucher Program (HCVP).  This position requires a motivated, energetic self-starter who can see the “big picture” and confidently articulate the steps necessary to operationalize and implement program and policy changes. 

The Planning and Implementation Specialist will also be responsible for the ongoing coordination of the Bureau’s Supporting Neighborhood Opportunity in Massachusetts (SNO Mass) housing mobility program, including overseeing its expansion from two pilot sites to a statewide program.  The Specialist will assist BRA staff in reporting tasks and will be responsible for public facing communications regarding its initiatives and Moving to Work program. 

This position will require the Specialist to work closely with DHCD’s Regional Administering Agencies (RAAs), as well as other nonprofit and state agency stakeholders, consultants and vendors.  The Specialist will be required to design and disseminate written guidance and communications, as well as facilitate meetings and conduct professional trainings.  This position will also interface closely with other DHCD divisions, particularly Administration and Finance, Housing Development and the Division of Housing Stability.  A high level of customer service, communication and interpersonal skills is required.

DUTIES AND RESPONSIBILITIES (these duties are a general summary and not all inclusive):

  1. Assist Director and Special Programs Coordinator in the successful implementation of SNO Mass, coordinating program activities, managing and tracking billing and budgets, managing vendor and consultant contracts and planning and implementation of statewide expansion.
  2. Support Special Programs Coordinator in reporting on special programs and MTW Activities (Family Self-Sufficiency, Youth Transitions to Success, Family Economic Stability, and various economic mobility initiatives).
  3. Assist the Director in implementation of MTW capital funding programs (Affordable Housing Preservation and Development Fund and Partnerships to Expand Housing Opportunity) and other proposed and planned MTW Activities as they are approved including initiative contracts, MOU’s, Interagency Service Agreements and processing invoices.
  4. Assist HCVP Programs Analyst and Systems Specialist in the continued conversion efforts of BRA’s federal voucher management system, including the roll-out of new modules to improve program administration by coordinating with software vendor and RAA users and developing and disseminating program guidance for implementation of system changes.  
  5. Support the Assistant Director of Federal Programs in planning for and implementing HCVP initiatives including applying for and distributing new vouchers targeted to special populations, waitlist purges, Administrative Plan updates and other HCVP administrative efficiencies and policy implementation.
  6. In conjunction with BRA consultants, coordinate the compilation of DHCD’s annual MTW Plan and Report including scheduling and organizing public hearings, tracking and compiling public comments, ensuring all necessary data and information is provided by BRA staff and all HUD-mandated deadlines are met by DHCD. 
  7. Develop and design MTW related communications including website updates and a public-facing Annual Report and Plan based on the HUD required documents and templates, but in an easy to read and understand format. 
  8. Represent the BRA and DHCD at community, interagency and partner organization meetings and committees as required.
  9. Other duties as assigned.


  1. Knowledge of the rules and procedures in the Public Housing Agency administration of the Commonwealth’s Sec8 HCV, MTW, FSS and related programs.
  2. Knowledge of the reporting systems requirements, technical guides, and planning involved in the administration of Sec8 HCV & MTW programs.
  3. Knowledge of DHCD and housing agency operations, computer systems, policy planning, and database applications.
  4. Demonstrated knowledge of the Section 8 Housing Choice Voucher Program and Moving To Work components strongly preferred.
  5. Knowledge of state, regional and local resources to support service and work needs of populations served by rental assistance programs, including those with disabilities, and familiarity with sound case management and service delivery practices.
  6. Ability to work independently, gather information, draw conclusions and make appropriate recommendations.
  7. Group facilitation skills.
  8. Ability to make public presentations to large and small audiences.
  9. Ability to prepare and analyze budgets and statistical data.
  10. Ability to provide guidance to diverse groups and elicit support and cooperation.
  11. Ability to work independently, organize and perform multiple work activities and meet deadlines
  12. Ability to exercise sound independent judgment and maintain harmonious working relationships.
  13. Ability to communicate clearly and effectively both orally and in writing, with high performance writing skills for program evaluation and follow-up.
  14. Ability to prepare timely resposes to Notifications of Funding Availability (NOFA), required reports, and other similar demands for responses.
  15. Excellent software skills, including MS Excel, Word, Access and PowerPoint, familiarity or experience with statistical analysis software and Geographic Information Systems (GIS).
  16. Occasional evening or weekend work may be required as part of the regular duties of this position.

Minimum Entrance Requirements:

Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in real estate management, property management, public housing program management, public housing program development or public housing program administration, or (B) any equivalent combination of the required experience and the substitutions below. 


I. An Associate's degree with a major in real estate, public administration, business administration or business management may be substituted for a maximum of one year of the required experience.* 

II. A Bachelor's degree in real estate, public administration, business administration or business management may be substituted for a maximum of two years for the required experience.* 

III. A Master's or higher degree with a major in public administration, business administration or business management may be substituted for the required experience.* 

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. 

Special Requirements: Based on assignment, possession of a current and valid Massachusetts Motor Vehicle Operator's License may be required.
