Established in 1934, the BMHA is the second largest housing authority in the State of New York.  The agency is currently supporting the housing of approximately 10,000 individuals.  BMHA is seeking a Chief Financial Officer to manage the agency’s budget of $46 million. The agency’s portfolio includes 1520 housing choice vouchers, 4265 public housing units and 864 other affordable housing that is not public housing assisted.
The successful candidate should possess either a Master’s degree in Business Administration, Accounting or a closely related field and eight years of full time administrative and supervisor experience in GAAP accounting with a governmental or public housing agency or a Bachelor’s Degree and ten years of experience. Possession of a current Certified Public Accountant’s License is required. 
The CFO reports directly to the Executive Director and leads a professional team of nine.  The CFO is  responsible for administering, advising managing and overseeing the BMHA’s fiscal/financial management programs and activities. 
Essential Duties and Responsibilities
• Serves as the key advisor to the Executive Director and regulatory agencies regarding all fiscal issues;
• Serves as the BMHA representative regarding financial affairs in meetings with the BMHA Board of Commissioners, HUD and other regulatory agencies;
• Interprets, communicates and administers HUD programs, policies and procedures and ensures compliance with regulations and policies that are relevant to other Federal, State, Local, internal regulatory requirements and financial institution reporting.
• Provides budget training and information to BMHA senior and managerial staff to assist them in creating sustainable budgets that align to the BMHA’s mission and goals;
• Meets regularly with senior staff to review budget to actual results and advises on mid-year financial decision-making;
• Leads, plans, organizes, directs and coordinates activities related to the financial and business functions of the BMHA including budget, accounting, auditing, purchasing, payroll and special projects;
• Responsible for the development, implementation, evaluation and monitoring of fiscal management policies, practices, and procedures of the BMHA in conformance with generally accepted accounting principles of HUD and other regulatory agencies.
• Provides the principal direction to ensure the development of an effective financial management process.
