Duties and Responsibilities Assists the Human Resources Director and Manager in accomplishing duties pertaining to Human Resource management.  Responsible for community networking events, job fairs, online sources, career fairs, and advertising/marketing programs. Engages in candidate screening, interviewing, sourcing, reference and background checks. Responsible for all elements of the recruiting cycle.  Must be able to handle matters of confidentiality.  Involves frequent contact with personnel inside and outside the agency requiring reasonable tact, discretion and working knowledge of policies and procedures.   Responsible for all recruitment efforts, job fairs, and posts job openings with internal and external sources (newspaper, universities, vocational/technical schools, various job banks and the Internet). Develops strategies to encourage and educate staff on diversity and inclusion concepts related to recruiting. Also maintains applicant-tracking system and sources candidates from recruitment channels.   Develops strategies to recruit for specialized and hard to fill positions and builds HACA brand as a preferred employer through participation in networking and recruiting events. Provides guidance, coaching and recommendations to hiring managers on all recruiting matters (recruiting best practice, interviews questions and candidate selection).Prepares interview packets for hiring supervisors and partners with hiring managers to determine staffing needs. Coordinates interview schedules with applicants and hiring supervisor. Communicates to contingent candidate HACA’s pre-employment policy/procedures. Performs employee verification, I-9 verification and ensures background checks are completed as required for candidates considered for employment.  Prepares offer letters of employment. Prepares documents for pre-employment physicals and drug tests.  Verifies employment information requested from other agencies for past, present, and prospective employees. Assists prospective employees with post-offer process, including paperwork and coordination/scheduling of orientation.  Reviews required documents to ensure proper completion and follows up with employees if necessary. Prepares and distributes new hire orientation packets. Conducts new employee orientation and benefit enrollment meetings.  Prepares documents for new hires, terminations, transfers, promotions, demotions, and correspondence relating to pension payroll deductions/contributions, and pension-related expenses. Maintains all active and inactive employee personnel files. Ensures the security of confidential information and materials such as personnel files, medical files, electronic files, and other sensitive documents and information. May perform general clerical support to include typing, filing, answering phone, data entry and word processing functions and other duties assigned.

 

Qualifications and Knowledge. Required Bachelor’s degree from a four-year college or university; or two to three years related experience and/or training; or equivalent combination of education and experience.  Degree in Human Resources, Business Management or other related field. Ability to travel to job fairs, recruiting and networking events. Preferred: Bachelor’s degree from a four-year college or university and one to two years related experience and/or training; or equivalent combination of education and experience.  Four to five years of progressive Human Resources experience as a Human Resources generalist with experience. PHR Certification preferred. Excellent leadership and communication skills, as well as a collaborative management style and the ability to work with managers and employees at all levels. Must demonstrate competence in building business partnerships across departments and collaborate with individuals. Knowledge of state regulations and compliance, and ability to multi task and work under pressure with tight deadlines. Drives and adapts well to change, and works well in a fast pace environment. Ability to interact well with a diverse culture. Good knowledge of generally accepted employment practices and procedures. Knowledge of insurance practices and procedures. Good knowledge of general office procedures and practices, business English and arithmetic. Ability to communicate clearly and concisely both orally and in writing. Ability to establish and maintain effective and courteous relationships with other employees and business contacts. Fluent in English and Spanish. Bondable. Valid Texas driver's license. Eligible for coverage under Housing Authority fleet auto insurance.

 

PHYSICAL DEMANDS/WORK ENVIRONMENT: While performing the duties of this job, the employee is regularly required to stand; sit, walk, use hands to finger, handle, or feel; reach with hands and arms and talk or hear. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 10 pounds, and occasionally lift and/or move up to 25 pounds.  Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and the ability to adjust focus. Work is principally sedentary, but may involve eye strain from working with computers and other office equipment.  The noise level in the work environment is usually moderate to loud.  Work involves the normal risks and discomforts associated with an office environment and visits to outdoor developments, sites, dwellings or facilities, inspections of structures and confrontations with applicants and residents. Travel to other sites may involve adverse weather and road conditions.
