Summary
The purpose of the Sr. Housing Quality Standards (HQS) Inspector position is to perform inspections for all Section 8 properties and/or potential properties as identified by the High Point Housing Authority (“HPHA” or “Agency”). The incumbent is responsible for performing initial inspections, special inspections, and maintenance checks for repairs of housing, apartments and other residences. The Sr. HQS Inspector will provide supervision for Housing Inspectors.
All activities must support the Agency’s strategic goals and objectives and produce results that accomplish the goals and functions of the Asset Management/Section 8 Department.
Essential Duties and Responsibilities
The statements below are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.
- Provides supervision for Housing Inspectors.
- Inspects properties for compliance with all applicable regulations and policies, including those of Housing and Urban Development (“HUD”), Housing Quality Standards (“HQS”) local building codes and zoning ordinances.
- Assesses damages, determines who is responsible for repairs, and establishes deadlines for completion of work. Documents findings. Conducts follow-up inspections to ensure that repairs are completed by deadline.
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
- Performs inspections on landlord units, both annually and upon move-in.
- Conducts special inspections when required or as necessary.
- Sends notices to landlords and program participants when applicable.
- Advises owners and complex managers on how to correct deficiencies in order to meet housing quality standards.
- Completes and submits inspection reports and related documentation.
- Ensures that all inspections are scheduled, performed, and input in a timely manner.
- Enters all applicant and program participants’ information into the HPHA’s computer system.
- Provides information on other city agencies and departments as applicable.
- Answers phone calls relating to inspections.
- Fills in for Receptionist as needed.
- Updates rent comparable.
- Performs other duties as assigned.

Job Competencies
- Knowledge of the methods, procedures and policies of the HPHA as they pertain to the performance of the essential duties of the Housing Inspector and Section 8 Housing Quality Standards regulations.
- Knowledge of principles and practices of performing inspections.
- Knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position.
- Knowledge of the organization of the department, and of related departments and agencies.
- Recognizes any occupational hazards and adheres to any safety precautions inherent in performing the essential functions of the work.
- Knowledge of terminology and related professional languages used within the department as such pertains to work responsibilities
- Knows how to maintain cooperative and effective relationships with intra and interdepartmental personnel, as well as any external entities with whom the position interacts.
Education and/or Experience
Vocational/Technical degree with training emphasis in construction; supplemented by minimum three (3) to five (5) years experience or training that includes Housing Quality Standards, as well as building and construction inspections. HQS Inspection certification preferred prior to employment. An equivalent combination of education and experience may be considered.
Certificates, Licenses, Registrations
Prefer HQS Certification obtained prior to employment; must be obtained within one year of employment. Possession of a valid, North Carolina driver’s license and the ability to be insurable under the Agency’s automobile insurance plan at the standard rate.

While performing the duties of this job, the employee is frequently required to maintain a standing position. Daily movements include standing; walking; sitting; operating computers and other office equipment; repetitive keyboarding; stooping and crouching; reaching and grasping; moving about the office; and attending onsite and offsite meetings. The employee must be able to exchange information in person, in writing, and via e-mail and telephone. The employee must occasionally transport weight up to 30 to 50 pounds.
