Payment Standard & Utility Allowance Schedule Provider (South Carolina)
Pierce Street Affordable Housing Foundation
INTRODUCTION & INSTRUCTIONS
This RFP invites qualified firms or individuals to create a Housing Choice Voucher (HCV) Payment Standard and Utility Allowance Schedule (henceforth referred to as “Standard”) for Pierce Street Affordable Housing Foundation (PSAHF), where Section 8 HCV clients seek housing assistance. Solo applicants are welcome. The Standard must comply with HUD's HCV Program guidelines.
The initial need is for a county-level Standard for the entire state of South Carolina. Bonus points will be awarded to firms that can create a Standard in other states where PSAHF will operate. See Appendix A for the full list of areas into which PSAHF plans to expand in 2025.
Proposals are due by 12/27/2024 11:59pm (US east coast time). Submit your proposal via email to rfp@psahf.org. Proposals should be concise and include a resume or qualifications for each team member.
Note: All submissions, including non-selected ones, may be made public after the selection process. Clearly mark any proprietary or confidential information.
SCOPE OF WORK
PSAHF is seeking qualified vendors to set a Standard in accordance with HUD guidelines for the HCV program.

Analyze local rental market conditions and develop a Standard within HUD’s prescribed range. The Standard will be set at the county level, and will cover all of South Carolina.

Provide a process for proposing, reviewing, and approving the Standard

Outline the methodology used to set your Standard, including all data sources used

Deliver a preliminary Standard for review no later than 3/31/2025
PSAHF will prioritize vendors capable of providing a compliant Standard at the most competitive price. Consideration will be given to both the initial cost and the ongoing annual expense for standard revisions.
HUD Standards
Vendor must demonstrate knowledge of HUD regulations, particularly 24 CFR 982.503 and 982.505. Additionally, the Standard must comply with HUD regulations including, but not limited to, the following:

Timeline

Complete the first draft of your Payment Standard by 3/31/2025
Fee Structure

Provide a bid to complete the initial Standard. Payment will be made when the final draft of each standard is approved by PSAHF.

Include an itemized breakdown of your cost to complete the initial study

Provide a bid for updates to the Standard. PSAHF intends to update its standard annually.

Previous work experience and performance with other Public Housing Authorities or Housing Foundations

Recommendations by references

Pass criminal background check
PSAHF may invite finalists for presentations and negotiate with firms for detailed proposals on specific projects. This RFP does not commit PSAHF to any work.
