Position Overview

The Peoria Housing Authority (PHA) is seeing an experienced and strategic Chief Financial Officer (CFO) to lead all financial operations of the organization.  The CFO services as a key member of the executive leadership team and is responsible for ensuring financial integrity, regulatory compliance, and long-term fiscal sustainability in accordance with HUD regulations, GAAP, and applicable federal, state, and local requirements.  PHA operates approximately 700 public housing units and administers more than 2,000 Housing Choice Vouchers, along with project-based and other HUD-assisted programs.  The CFO plays a critical role in maintaining strong performance under HUD’s Public Housing Assessment System (PHAS) and Section Eight Management Assessment Program (SEMAP)

 

Key Responsibilities

  • Direct all financial operations, including accounting, budgeting, forecasting, and reporting
  • Oversee HUD Financial Data Schedule (FDS) submissions and regulatory reporting
  • Ensure compliance with PHAS and SEMAP financial performance standards
  • Lead annual budget development and multi-year financial forecasting
  • Manage operating subsidy requests, grand drawdowns, and funding reconciliations
  • Oversee monthly and year-end close processes
  • Serve as primary liaison to auditors, HUD lenders, and financial institutions
  • Strength internal controls and risk management systems
  • Supervise finance, procurement, and related administrative staff
  • Present monthly financial reports to the CEO and Board of Commissioners

 

Qualifications

  • Bachelor’s degree in Accounting, Finance, or related field required (Master’s preferred)
  • CPA is strongly advised
  • 7-10 years of progressively responsible financial management experience
  • Experience with HUD-funded programs (Public Housing and HCV required)
  • Strong knowledge of GAAP, governmental accounting, PHAS and SEMAP
  • Demonstrated audit, compliance and supervisory experience
  • Strong analytical, communication, and leadership skills
