The next few months will be a critical time in Washington as Congress considers the Department’s proposed budget and marks up a FY 20 HUD appropriations bill. Whether Congress completes a new budget by October 1 and exactly how it will be constituted are questionable at this stage.

Meanwhile, there is a great deal going on at HUD including the continuing debate on the Annual Contributions Contract (ACC), development of a new physical inspections protocol and Section 3 rule, and implementation of the Moving to Work expansion. PHADA continually urges its membership to contact their elected officials to discuss ways to help ensure adequate funding for public housing. And what better way to contact your elected representatives than by a face-to-face meeting?

The 2019 Legislative Forum, which will be held just steps away from congressional offices, will focus on helping housing professionals visit Capitol Hill and HUD to spread PHADA’s message and objectives. While the Board of Trustees and committee members are strongly encouraged to attend, PHADA invites all executive directors to participate in this timely two-day meeting.

Hotel Reservation Policy: Register first then reserve your room! You will receive a code in your registration confirmation email that will allow you to reserve your hotel accommodations in the room block. Reservations at the PHADA group rate will be accepted on a space available basis through August 1, 2019, or until the room block is sold out. Any reservations in the PHADA room block without a corresponding conference registration may be canceled without notice.

PHADA/Rutgers University Executive Director Education Program (EDEP)

The Executive Director Education Program (EDEP) will take place September 6–7 in conjunction with the 2019 Legislative Forum. Class size is limited to 40 participants.

Two courses will be offered:

  • Legal Issues (Friday, September 6)
    This seminar is intended to provide a practical overview of state statutes and federal legal requirements pertaining to housing authorities. The major topics covered include tenancy and evictions; personnel management issues, such as workers' compensation and ADA requirements; contractual agreements, including Section 8 contracts and leases; and general litigation and liability.

  • Procurement and Contract Management (Saturday, September 7)
    The components of a "good" procurement policy, responsive to both HUD and state statues, are presented. HUD requirements for small purchases, emergencies, formal bidding and competitive negotiations are reviewed in detail, and "typical" state public contract laws are compared. Internal controls for contract performance monitoring are stressed, and contract administration procedures, including the oversight role of the board of commissioners are discussed.
