A presidential and congressional election year, 2020 promises to be another interesting and busy one for housing professionals. To help prepare, executive directors, staff, and commissioners will not want to miss this meeting in Phoenix.
There will be sessions recapping the latest T-HUD Appropriations Act as well as the outlook for the new budget season that gets underway in the early part of 2020. PHADA will also outline the association's policy agenda for the second half of the congressional session.
Some planned sessions will include ongoing modifications in the physical inspections protocol and process, possible new resident screening criteria, HUD's continuing implementation of the MTW expansion, and coming changes in rent calculations resulting from the Housing Opportunity Through Modernization Act (HOTMA).
Updates are also planned on the Annual Contributions Contract (ACC), new Central Office Cost Center (COCC) and defederalization rules, the small HA voluntary conversion program, and potential cash management requirements. There will be detailed sessions concerning the Section 3 proposed rule and the Treasury Department's Opportunity Zones initiative.
For commissioners, there will be sessions on issues such as ethics, re-positioning strategies for public housing, good governance, budget and audit oversight, legal matters, and how board members can prepare their agencies for budget uncertainties.

PHADA/Rutgers University Executive Director Education Program (EDEP)
The Executive Director Education Program (EDEP) will take place January 3â€“4 in conjunction with the 2020 Commissioners Conference. Due to the demand for EDEP classes, PHADA will be offering two concurrent classes. If you are attending both EDEP classes, the order in which you take the classes may vary.

Two courses will be offered:
- Financial Management (Friday, January 3)
This one-day course offers the executive director a "big picture" approach to fiscal resource management. Participants learn the basics of budget preparation as well as HUD audit requirements. Project-based budgeting is emphasized in order to help executive directors cope with anticipated changes at HUD.
- PHAS/SEMAP (Saturday, January 4)
This session reviews the theory behind PHAS/SEMAP and provides a detailed explanation of each of the HUD indicators, including how each is measured and graded. The use of PHAS/SEMAP as management tools is discussed, and participants are shown how to improve their authority's scores through a systems approach.
