Register today for PHADA's Virtual 2021 Annual Convention & Exhibition scheduled for May 17-18! To thank our members for their support of PHADA, this top-notch education will be FREE for all PHADA Members. All executive directors, staff, and Commissioners from a member agency are welcome to attend at no cost.
Programming will include sessions on timely topics including the latest on the Fair Housing Rule and Section 3, HUD's physical inspections initiative, NSPIRE, considerations around staff vaccinations and other COVID-19 workplace considerations.
The association's committee meetings will be held in the weeks leading up to the conference and are open to members.
Access to Conference Platform
The eConference will be hosted on the Whova plaform, accessible via the Web App (from your internet browser) or Mobile App.
Two weeks prior to the conference, you will receive an email from Whova with instructions for how to access the virtual event. At that time, please make sure you have downloaded the latest versions of the Google Chrome browser and Zoom in order to access all sessions and online features.

The deadline for registration is Friday, May 14.

*Cancellations received in writing before May 7, 2021, will be refunded less a $25 administrative fee. Substitutions are welcome if notified in writing before May 7, 2021. There will be no refunds after May 7, 2021. No refunds are given for no-shows.

PHADA/Rutgers University Executive Director Education Program (EDEP)
Due to the ongoing impacts of the COVID-19 pandemic, the 2021 Annual Convention & Exhibition EDEP courses, Legal Issues and Procurement and Contract Management, will be held virtually. These courses are open to both new and current students.
The courses will be held via Rutgers' Canvas online learning platform. Christine Cicio and her department at Rutgers have transitioned many workshops to this platform recently and have received great feedback. Rutgers will also offer technical support for students and faculty to ensure everyone is setup for success.
Each course will take place over the course of a week and will be structured as follows. Course descriptions are included at the bottom of this page.
Each course consists of:
- 3.5-Hours of live virtual instruction on Day 1
- 1 independent student learning activity during the week in Canvas
- 1-Hour wrap-up and exam in Canvas on Day 7
- Legal Issues: June 2-8, 2021 OR June 23-29, 2021*
- Procurement and Contract Management: July 8-14, 2021 OR July 22-28, 2021*
*Students will be assigned to a cohort based on their tenure in the EDEP program and time of registration. Each cohort will be assigned to one of the sets of dates.

EDEP Course Descriptions
This seminar is intended to provide a practical overview of state statutes and federal legal requirements pertaining to housing authorities. The major topics covered include tenancy and evictions; personnel management issues, such as workers' compensation and ADA requirements; contractual agreements, including Section 8 contracts and leases; and general litigation and liability.
Procurement and Contract Management
Faculty: Jeffrey Driscoll
The components of a "good" procurement policy, responsive to both HUD and state statues, are presented. HUD requirements for small purchases, emergencies, formal bidding and competitive negotiations are reviewed in detail, and "typical" state public contract laws are compared. Internal controls for contract performance monitoring are stressed, and contract administration procedures, including the oversight role of the board of commissioners are discussed.
