PHADA's 2022 Annual Convention & Exhibition is scheduled for May 19-22 at the Grand Hyatt San Antonio River Walk. As always, the convention will provide the latest information housing authority staff and boards need to run their local agencies.

Some of the main topics to be covered in San Antonio include the latest on the FY 22 HUD appropriations bill and President Biden's proposed 2023 HUD Budget. PHADA also plans to cover the latest on other important legislation including the pending Build Back Better proposal, which includes more than $100 billion in housing funding.

HUD plans to soon release new requirements related to Section 3 employment opportunities for residents. This will be another major topic at the meeting. Similarly, PHADA will outline new provisions in the Fair Housing rule, which are expected to be released soon.

The new infrastructure law includes tens of billions of dollars for broadband expansion and internet subscriptions for low- and moderate-income families. PHADA will provide information on how HAs can collaborate with their states and localities to try and secure some of those funds for residents. In addition, HUD's latest rules on inspections and the NSPIRE protocol are continuing to evolve, and housing professionals will want to stay on top of the changes in those programs.

In addition to these sessions for executive directors and their staffs, PHADA will provide training for commissioners. Some expected sessions will cover asset repositioning, important insurance-related issues, effective strategic and succession planning, workplace rule changes stemming from the pandemic, ethics, and current events in housing, among others.

Some other topics that will be covered include enhancing safety and security for HAs (including cyber security) and effective disaster planning. Also on the agenda are

the Moving to Work expansion, conversions under RAD to the multifamily program, and strategies to handle the many challenges facing the industry including evictions, rising tenant receivables and other pandemic-driven developments.

These are just some of the planned sessions for the 2022 Annual Convention & Exhibition. Other sessions are now in development and will be announced shortly. Look for more specific details on workshops, sessions and other Convention highlights in the Advocate and on the PHADA website.

Cancellations received in writing before April 15, 2022 will be refunded less an $100 administrative fee. Substitutions are welcome if notified in writing. Room Rate: $210 includes complimentary wi-fi in guest rooms. A portion of the room rate is being used to offset conference costs.

Hotel Reservation Policy: Register first then reserve your room! Any reservations in the PHADA room block without a corresponding conference registration may be canceled without notice. This policy is designed to give priority to registered conference attendees and provide you with greater access to the discounted hotel room rates. Once your registration is confirmed, you will receive a link to reserve your hotel accommodations in the room block. Requests for reservations at the PHADA group rate will be accepted for registered conference attendees on a space available basis through April 15, 2022, or until the PHADA room block is sold out.

Reservations at the PHADA rate may only be secured with the conference code included in your conference registration confirmation.

Reservations must be accompanied by a first night room deposit or a guarantee with a major credit card. Reservations cancelled less than 72 hours in advance will incur cancellation penalties.

PHADA and Rutgers will offer one in-person cohort and one virtual cohort (an extension of Rutgers' emergency distance learning) for the 2022 Annual Convention & Exhibition. The cohort size is limited based on Rutgers' adult learning standards.

EDEP Course Descriptions:

  • Executive Housing Management
    • Faculty: Cydney Jones, Nan McKay
    • This two-day program offers executive directors the opportunity to improve their administrative and leadership skills. Organizational and behavioral issues are analyzed in the context of the key functions of the position, including planning, staffing and managing. A case study approach is used to cover a wide array of topics, such as time management, performance appraisal, negotiation, conflict resolution, and team building.
  • Public Relations/Communications
    • Faculty: Jill West
    • When should a press conference be held? Who are the local media, and what do they want? This useful seminar addresses these questions and more... including how to write and distribute press releases, how to develop a quality newsletter, how to improve the image of the housing authority, how to develop and maintain press contacts, and how to manage the media during a crisis.


COVID-19 Safety Measures

  • In order to provide the safest meeting environment possible, all attendees will be required to show proof of vaccination. Proof of a negative test will not be accepted for admittance to the meeting. Instructions on how to submit proof of vaccination can be found in your registration confirmation email. Proof of vaccination must be provided by April 15, 2022. To request a medical or religious exemption, please contact Sara Patterson at: spatterson@phada.org.
  • Attendees are required to wear masks indoors during the meeting. Masks must cover your nose and mouth and will be available at registration.
  • Hand sanitizer stations will be provided throughout the meeting space and we encourage attendees to wash their hands regularly.
  • If you are not feeling well prior to the meeting, please do not travel. Contact Norma Bellew (nbellew@phada.org) to cancel your registration.
  • If you are not feeling well during the meeting, please do not attend the conference and notify Sara Patterson (spatterson@phada.org). We also ask that if you test positive for COVID-19 within 14 days of the meeting that you notify Sara Patterson so other attendees can be informed. We also ask that you notify any attendees you were in close contact with during the meeting.
