Happenings on the Hill & at HUD
PHADA expects appropriations committees in both houses to take up their spending bills soon so that different versions can be reconciled and signed into law by the end of the fiscal year on September 30. As always, PHADA will report full details as they become available while also providing members with our position papers to take to meetings on Capitol Hill.
If Congress cannot meet the September 30 deadline, lawmakers will have to adopt a Continuing Resolution to keep the government operating. This timing means that we will be in Washington right as lawmakers are making final decisions on the HUD budget - even more reason for you to be present and armed with PHADA's materials to help advance our positions with Congress.
Our September meeting will cover a lot of the hot topics that HAs need to know as well. PHADA's policy staff, Hill representatives, and HUD officials will cover important matters including the latest on FY 23 HUD appropriations, Housing Choice Voucher utilization issues, and rental income collection concerns, including rising TARs. Some other prominent topics will include NSPIRE and REAC inspections, and an update on the Fair Housing rule.

One of the most valuable aspects of PHADA's meetings, of course, is that they provide PHADA Members with the opportunity to convene, network, and share information. As always, most of PHADA's committee meetings are open to members so please feel free to attend those as well.
Meetings with Congressional Representatives
We encourage attendees to reach out to their representatives now to schedule meetings during their visit to Washington, DC. These face-to-face meetings with your representatives are critical to communicating your organization's priorities and needs at the local and national level. Sharing specific examples of how programs and funding have or will impact the residents of your housing authority is particularly impactful. Sunday morning's Legislative/Regulatory Briefing and other sessions at the conference will provide you with the most up-to-date information on current funding proposals and priorities for the affordable housing industry.
There are still some pandemic-related restrictions in place in Washington's federal buildings. Congressional offices are open but operating under different circumstances, similar to last year. Visitors need an appointment and must be escorted into the buildings by congressional staff. Scheduling procedures vary by office, but typically requests are made by phone or through the lawmakers' website. If you have a contact at your local office, they may also be able to assist you in scheduling a meeting at the Washington, DC office.
When contacting the offices, be sure to mention that you are a constituent and include background on your housing authority and why you would like to meet with your representative. If you do not hear back within a few days, call the office directly to follow-up on your meeting request.

Cancellations received in writing before August 12, 2022, will be refunded less an $80 administrative fee. Substitutions are welcome if notified in writing. Hotel Reservation Policy: Register first then reserve your room. You will receive a hotel booking link in your registration confirmation email that will allow you to reserve your hotel accommodations in the room block. Any reservations in the PHADA room block without a corresponding conference registration may be canceled without notice.
Reservations must be accompanied by a first night room deposit or a guarantee with a major credit card. Reservations cancelled less than 72 hours in advance will incur cancellation penalties.

PHADA/Rutgers University Executive Director Education Program (EDEP)
NOTICE: We have two openings in the EDEP In-Person Cohort. If you wish to register for these in-person courses, please contact Norma Bellew at: nbellew@phada.org.
PHADA and Rutgers will offer one in-person cohort and one virtual cohort (an extension of Rutgers' emergency distance learning) for the 2022 Legislative Forum. The cohort size is limited based on Rutgers' adult learning standards.

EDEP Course Descriptions:
- Maintenance Management
- Faculty: Lou Ricco and Bill Snyder, Execu-Tech
- Maintenance Management includes such diverse topics as budget preparation, staffing, quality control, work order systems, resident involvement, and insurance and liability. This one-day program addresses each of these issues and uses examples of well-maintained public housing authorities to illustrate the concepts learned.
- Personnel Management
- Faculty: Jeffery Driscoll
- This course familiarizes executive directors with the principles of managing people to achieve established goals. Specific management tools, such as performance appraisal systems, are explained, and the components of a good personnel policy are discussed. Emphasis is placed on the role of the executive director in the leading and motivating housing authority staff.

We encourage attendees to wear masks indoors, except while actively eating or drinking.
Hand sanitizer stations will be provided throughout the meeting space and we encourage attendees to wash their hands regularly.
