A brand-new session of Congress begins in 2023, and housing professionals can expect another busy, challenging, and fulfilling year ahead. To help prepare, executive directors, staff, and commissioners will not want to miss PHADA's upcoming meeting in Orlando, FL.

There will be sessions recapping the latest news on the FY 23 HUD Appropriations Act as well as the outlook for the new budget season that gets underway in early 2023. PHADA will also outline the association's policy agenda for the 118th Congress.

Some planned sessions will include the latest on HUD's new physical inspections protocol (NSPIRE), new green energy funding some HAs may be able to secure, the Biden Administration's guidance on criminal records and tenant screening, and new FMRs that will hopefully help HAs lease up more HCV units. Also planned are sessions on eviction prevention and execution, disaster planning, and modifications to workplace policies in light of pandemic-necessitated changes. There will also be sessions geared specifically to new executive directors.

For commissioners, there will be sessions on hiring new executive directors, insurance, succession planning, and telework policies. In addition, other topics include repositioning strategies, and how board members can prepare their agencies for uncertainties in today's environment.

These are just some of the planned topics for the 2023 Commissioners' Conference. More information concerning the education sessions will be provided in the near future.

*Please note that after the January 2023 Commissioners' Conference, PHADA and Rutgers will no longer be offering a Virtual Cohort for EDEP. Procurement & Contract Management
Faculty: Driscoll & Driscoll
The components of a "good" procurement policy, responsive to both HUD and state statues, are presented. HUD requirements for small purchases, emergencies, formal bidding and competitive negotiations are reviewed in detail, and "typical" state public contract laws are compared. Internal controls for contract performance monitoring are stressed, and contract administration procedures, including the oversight role of the board of commissioners are discussed.

Legal Issues
Faculty: Lou Ricco and Bill Snyder, Execu-Tech
This seminar is intended to provide a practical overview of state statutes and federal legal requirements pertaining to housing authorities. The major topics covered include tenancy and evictions; personnel management issues, such as workers' compensation and ADA requirements; contractual agreements, including Section 8 contracts and leases; and general litigation and liability.
